Ngu Hanh Son Ward Innovation and Digital Transformation Space officially opens
On July 4, the Ngu Hanh Son Ward People's Committee held a launch and opening ceremony for its Innovation and Digital Transformation Space.
Ms. Mai Thi Anh Hong, Party Secretary and Chairman of the Ngu Hanh Son Ward People's Council, stated that opening this space creates a supportive environment for citizens and businesses to access technology while demonstrating local commitment to digital government, digital economy, and digital society. This directly supports the achievement of local socio-economic development goals.
Establishing this space fulfills the spirit of Resolution 57-NQ/TW on breakthrough national developments in science, technology, innovation, and digital transformation. It also leverages local strengths in tourism, services, education, Non Nuoc stone handicraft villages, and a young workforce.

<p style="text-align: justify;;line-height:30px">Sharing the orientation for VIFC-DN, Mr. Ho Ky Minh, Standing Vice Chairman of the City People's Committee and Chairman of the VIFC-DN Executive Agency, noted that from January 9, 2026, the Vietnam International Financial Center officially operates under a "one center, two destinations" model in Da Nang and Ho Chi Minh City. The two hubs will complement each other by leveraging their respective regional strengths.</p>
<p style="text-align: justify;;line-height:30px">Da Nang positions its financial hub based on its geo-strategic location and synchronized transport infrastructure featuring two airports, three seaports, expressways, railways, and connections across the Central Coast and Central Highlands regions.</p>
<p style="text-align: justify;;line-height:30px">Consequently, VIFC-DN focuses on green finance and financial services supporting the Free Trade Zone and High-Tech Park, while acting as a gateway connecting international capital streams to Da Nang and localities nationwide.</p>
<p style="text-align: justify;;line-height:30px">Da Nang has set up VIFC-DN headquarters at Software Park No. 2 and begun attracting high-quality personnel, including foreign-trained Vietnamese professionals and international experts joining executive management.</p>
<p style="text-align: justify;;line-height:30px">According to Standing Vice Chairman Ho Ky Minh, VIFC-DN will roll out 04 key product groups: connecting Vietnamese enterprises issuing international bonds; developing green finance with carbon credits as a priority product targeting international markets; attracting financial institutions, investment funds, and global financial firms as members; and developing real-world asset (RWA) tokenization products.</p>
<p style="text-align: justify;;line-height:30px">VIFC-DN also established the VIFC Policy Lab to research and test new policy mechanisms, gradually converting international ideas and experiences into concrete models and products serving the financial center and the city.</p>

<p style="text-align: justify;;line-height:30px">During the panel, international experts noted that building a globally competitive financial center depends not only on capital or physical infrastructure, but on advanced technology, data, and high-quality human resources. These foundations will enable Da Nang to forge a unique identity during VIFC development.</p>
<p style="text-align: justify;;line-height:30px">Professor Alfred Taudes from the Vienna University of Economics and Business (Austria) emphasized that AI will form the bedrock of future financial centers. VIFC-DN should be designed as an AI-native entity, integrating AI directly into its operational backbone.</p>
<p style="text-align: justify;;line-height:30px">Beyond tech infrastructure investments, establishing open data systems, standardizing data governance, and training experts skilled in both finance and AI system development/supervision remain vital.</p>
<p style="text-align: justify;;line-height:30px">Professor Taudes stressed that data is the "raw material" of AI. A modern financial center must ensure data sharing, set open banking standards, and create transparent data governance mechanisms that drive innovation while controlling risk.</p>
<p style="text-align: justify;;line-height:30px">Regarding human capital, Dr. Wojtek Wojaczek, Director of the IPIP Program (University of Cambridge), stated that the most critical capital for a financial center is people, not money.</p>
<p style="text-align: justify;;line-height:30px">He recommended that Da Nang formulate a long-term talent strategy combining local training with international talent acquisition, alongside building an ecosystem linking universities, enterprises, research institutes, and investors to feed high-quality human resources to VIFC-DN over the next 10–20 years. Talent attraction must go together with creating attractive living and working environments to retain top professionals, securing a sustainable competitive advantage.</p>
<p style="text-align: justify;;line-height:30px">From a market development perspective, Dr. Tran Quoc Hung, former Deputy Director of the Monetary Department at the International Monetary Fund (IMF), assessed that VIFC-DN possesses strong conditions to become a pioneer in digital assets and blockchain.</p>
<p style="text-align: justify;;line-height:30px">He suggested Da Nang prioritize products like real-world asset tokenization, carbon credit tokenization, infrastructure bonds, digital payments, and financial services serving the Free Trade Zone and East-West Economic Corridor, all sectors with vast growth potential in coming years.</p>

<p style="text-align: justify;;line-height:30px">Where local government previously operated based on reports, statistics, and managerial experience, the new model uses data as the baseline for all administrative actions. Every decision is supported by real-time data, analyzed through AI, and visualized to forecast, evaluate, and choose optimal options.</p>
<p style="text-align: justify;;line-height:30px">This philosophy underpins the Da Nang Semiconductor Microchip and Artificial Intelligence Development Scheme for 2026–2030. A key highlight of the scheme is building the infrastructure of a data economy: from data centers, high-performance computing centers, 5G infrastructure, IoT, and open data to an innovation ecosystem and high-quality human resources.</p>
<p style="text-align: justify;;line-height:30px">According to Vice Chairman Ho Quang Buu, Da Nang is shifting from a "defensive" mindset (applying existing tech) to an "offensive" stance (creating new value based on data, AI, and digital technologies). The city targets having the digital economy contribute 35–40% of GRDP by 2030, establishing a data exchange, building a data economy, and turning AI into a core competency for civil servants and citizens alike.</p>
<p style="text-align: justify;;line-height:30px">A smart city is thus measured not merely by the quantity of AI applications, but primarily by its capacity for data-driven governance.</p>
<p style="text-align: justify;;line-height:30px">On June 22, 2026, the City People's Committee approved the Pilot Scheme for the Digital Twin. The Digital Twin creates a "living digital replica" of the city that continuously updates multi-sectoral data. On this platform, government can track current events and simulate development scenarios to assess impact before real-world execution. This marks a shift from reactive issue management to proactive data governance.</p>
<p style="text-align: justify;;line-height:30px"><strong>AI, Digital Twin and Open Data building a smart city</strong></p>
<p style="text-align: justify;;line-height:30px">In the new governance model, data transitions from a byproduct of management into a new driver of development.</p>
<p style="text-align: justify;;line-height:30px">The Digital Twin serves as the operational environment to run simulations and support decision-making. When connected, the city manages more effectively, forecasts better, responds faster, and serves citizens more precisely.</p>
<p style="text-align: justify;;line-height:30px">The Semiconductor Microchip and AI Development Scheme centers on data standardization, open data growth, data center and high-performance computing investments, IoT and 5G infrastructure, and commissioning real-world urban management challenges for businesses, universities, and research institutes to solve together.</p>
<p style="text-align: justify;;line-height:30px">Vice Chairman Ho Quang Buu noted that AI must permeate all socio-economic activities, serving as a tool to inject knowledge into both public and private sectors. The new growth model - "Capital (Blockchain) + Labor (Robots) + Knowledge (AI)" - provides the momentum to target double-digit GRDP growth.</p>
<p style="text-align: justify;;line-height:30px">In Huong Tra Ward, a pilot Digital Twin system was launched, integrating and visualizing land, infrastructure, construction, education, healthcare, and population data on a single digital platform.</p>

<p style="text-align: justify;;line-height:30px">Alongside Huong Tra, Hoa Cuong Ward spearheaded a comprehensive digital management platform integrating data, operations, and management tools, allowing leaders to track real-time analytics while linking to citywide databases to boost operational efficiency and public service.</p>
<p style="text-align: justify;;line-height:30px">Meanwhile, Tam Ky Ward introduced AI into administrative reform via AI Assistants, Zalo Mini Apps, digital maps, and Community Digital Technology Teams. In less than a year, the ward processed over 13,670 applications, achieving an online submission rate of 99.54% with 100% of files resolved on or ahead of time, and assisted over 26,000 citizens with online administrative procedures. These models demonstrate that AI and data are moving beyond strategic concepts into practical tools serving citizens directly at the grassroots level.</p>
<p style="text-align: justify;;line-height:30px">To realize these goals, Da Nang continues to address bottlenecks in mechanisms, infrastructure, and human resources; leverage specific mechanisms under Resolution No. 136/2024/QH15 and Resolution No. 193/2025/QH15; invest in international-standard data centers, Software Park No. 2, and undersea fiber-optic cables; and expand regulatory sandboxes to attract major tech conglomerates.</p>
<p style="text-align: justify;;line-height:30px">"The AI City model by 2030 will serve as a major highlight to attract high-tech capital and international experts to Da Nang," emphasized Vice Chairman Ho Quang Buu.</p>

This is also an advantage for the city to continue developing beach tourism toward diversified experiences, not focusing solely on the peak summer months.</p>
<p style="text-align: justify;;line-height:30px"><strong>Upgrading service quality</strong></p>
<p style="text-align: justify;;line-height:30px">According to Mr. Phan Minh Hai, Deputy Head of the Management Board of Son Tra Peninsula and Da Nang Tourist Beaches, in the first 9 months of 2026, the city served about 15.86 million visitor arrivals at accommodation establishments, an increase of 26.4% compared to the same period last year. Among them, international visitors reached about 7.73 million arrivals, up 28.7%.</p>
<p style="text-align: justify;;line-height:30px">This result shows that the appeal of Da Nang tourism continues to be maintained. In particular, the sea is not only a landscape resource but also an experiential space closely linked to urban life, contributing to creating the unique character of the destination.</p>

According to the Management Board's orientation, 14 fast-food cart locations and 6 food stalls have been organized for auction, selecting operators, and gradually put into operation along the Hoang Sa - Vo Nguyen Giap - Truong Sa route according to the approved plan.</p>
<p style="text-align: justify;;line-height:30px">In 2027 and subsequent phases, the city will continue to implement beach service items, aiming to diversify types of recreation, entertainment, sports, cuisine, cinema, and event organization. Seasonal activities such as check-in spaces, night art, Christmas cultural-entertainment programs, New Year welcomes, and community sports events are also oriented for development to create more experiences for visitors.</p>
<p style="text-align: justify;;line-height:30px">Along with product diversification, ensuring safety for swimmers is always a consistent requirement. Rescue forces are deployed on regular duty, reinforced in high-risk areas and times, while guiding visitors to comply with safety regulations when participating in water activities.</p>
<p style="text-align: justify;;line-height:30px">According to the Management Board's data, as of September 2026, the rescue force has handled and safely rescued 41 cases, preventing any deaths from drowning. Security and order maintenance are also sustained through coordination between the Management Board, police forces, and local authorities. In 2026, functional forces detected and handled 10 theft cases involving 11 subjects, supported in finding and returning assets in 73 cases, and assisted 246 cases of lost relatives.</p>
<p style="text-align: justify;;line-height:30px">Environmental sanitation work continues to be carried out regularly. The Management Board also reviews and improves the quality of amenities serving visitors, while proposing the construction of new public restrooms to gradually better meet needs in densely populated areas.</p>

<p style="line-height:30px">On December 4, 1999, the ancient town of Hoi An was officially honored as a World Cultural Heritage of humanity. That was the immense joy of the people of Hoi An and Vietnam, with Kazik's enormous contribution.</p>

<p style="text-align:justify;line-height:30px"><span style="text-justify:inter-ideograph"><span style="tab-stops:151.9pt">During the meeting with DEEP C, both sides exchanged views on the development orientation of industrial parks, free trade zones, and logistics infrastructure. The group stated that it is surveying and researching investment opportunities for industrial parks in Danang. City leaders highly appreciated DEEP C's experience and invited the group to attend the City's Master Plan Announcement Ceremony as well as the Investment Promotion Conference scheduled for November 2026 to continue discussing cooperation opportunities. </span></span></p>

<p style="text-align:justify;line-height:30px"><span style="text-justify:inter-ideograph"><span style="tab-stops:151.9pt">Based on the agreement between ASCO Industries and the Management Board of the High-Tech Park and Industrial Zones of the city (DSEZA) signed in July 2026, ASCO is expected to invest in the construction of an aircraft component manufacturing plant covering an area of 6,000 m2 with a total capital of 20 million USD, with plans to expand to 100 million USD in the future.</span></span></p>

<p style="text-align: justify;;line-height:30px">City People's Committee Chairman Nguyen Manh Hung and Mr. Christian Wulff Søndergaard, Vice President of Corporate Affairs and Communications at Carlsberg, discussed orientations for cooperation, investment, and the development of business operations in Da Nang and the Central region in the coming period.</p>
<p style="text-align: justify;;line-height:30px">Both sides aim to promote long-term cooperation, linking production and business activities with technological innovation, environmental protection, and the fulfillment of social responsibilities.</p>

<p style="text-align: justify;;line-height:30px">At the Vietnam - Denmark Business Forum held in Copenhagen, Carlsberg Group Chief Executive Officer (CEO) Mr. Jacob Aarup-Andersen handed over a Letter of Intent to City People's Committee Chairman Nguyen Manh Hung in the presence of General Secretary and State President To Lam and the King of Denmark.</p>
<p style="text-align: justify;;line-height:30px">The letter demonstrates Carlsberg's orientation toward long-term cooperation with the Da Nang City People's Committee, functional agencies, and related partners, while affirming the desire to continue accompanying the city in economic development and enhancing the efficiency of production and business operations associated with environmental protection and social responsibility.</p>
<p style="text-align: justify;;line-height:30px">With over three decades of operation in Vietnam, Carlsberg has contributed to creating about 3,000 direct and indirect jobs nationwide. In the 2026–2031 period, Carlsberg aims to improve operational efficiency, strengthen adaptability to challenges, and promote operational modernization and commercial infrastructure development in Da Nang through smart management solutions, green logistics, transport optimization, and the modernization of operational systems.</p>

<p style="text-align:justify;line-height:30px"><span style="text-justify:inter-ideograph">According to Deputy Secretary of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of the city Nguyễn Đình Vĩnh, the city's development orientation follows a circular economy implemented in three stages: initiation from 2022 to 2025; development from 2025 to 2030; and acceleration with city-wide action from 2030 to 2045. Da Nang is expected to essentially meet the criteria of a circular city by the end of 2045. </span></p>

<p style="text-align:justify;line-height:30px"><span style="text-justify:inter-ideograph">At the meeting with Mr. Cho Dang Ho, Chairman of the International Lotus Village (ILV) organization, South Korea, on the morning of October 19, Vice Chairwoman of the City People's Committee Nguyễn Thị Anh Thi acknowledged the contributions of the organization in implementing social welfare and educational support programs in Danang. </span></p>
<p style="text-align:justify;line-height:30px"><span style="text-justify:inter-ideograph">To date, Danang has approved 49 aid projects funded by ILV, with a total committed value of over 400 million won. The city is committed to continuing to facilitate and coordinate the implementation of projects in accordance with regulations, ensuring effectiveness, especially in improving the quality of elderly care. </span></p>

<p style="text-align:justify;line-height:30px"><span style="text-justify:inter-ideograph">On the morning of October 30, during a working session with the Young Leadership Delegation of the Cambodian People's Party, Secretary of the Party Committee of Sơn Trà Ward Hoàng Sơn Trà introduced and discussed the model of grassroots Party organization, the operations of the Public Service Center, and practical experiences in managing a two-tier local government. </span></p>
<p style="text-align:justify;line-height:30px"><span style="text-justify:inter-ideograph">Members of the delegation were also interested in learning about the organizational structure, personnel work, the leadership methods of the Party Committees, and the implementation of local tasks following the adjustment of administrative units. </span></p>

The tourism sector is considering reinstating the beach as part of visitors' travel experiences. </span></p>
